To all participants
1. Regarding registration, bicycle weight inspection, and baggage storage
At athlete check-in, you will receive a bag containing your race number and timing chip.
You will receive one race number, which must be attached to the lower back of your jersey.
Top finishers may be subject to a bike weight inspection after the finish. Please ensure that your bike weighs no less than 6.8 kg.
[About baggage storage]
• Baggage / personal items to be collected at the finish line will be accepted at the luggage storage area in front of the tournament headquarters (Kutchan Town Asahigaoka Ski Resort Yukinkokan). • You will be given a baggage tag at the luggage storage area, so please fill in your [participating class, bib number, and name]. Please tie it securely to your luggage and hand it to the staff. • Please note that we cannot compensate for loss of contents of luggage.
2. About moving to the starting point
Please line up according to the venue map on page 7 of the program and the starting order diagram posted at the venue.
(Please note that the layout may be subject to change at the last minute.)
Be aware that vehicles may pass on the road in front of Yukinko Hall before the race starts, so please exercise caution.
[About the toilet]
• There are restrooms at Yukinkokan, Asahigaoka Ski Resort in Kutchan, where the tournament headquarters is located. • There are no temporary toilets. • After finishing, please use the restroom at the Goshiki Onsen Information Center.
3. Regarding Assembly Before the Start
Participants will be divided into three to four groups based on the number of entrants, with staggered starts. On the day of the event, there will be lines and signs indicating the starting positions for each class at Kutchan Town Yukinko-kan, with staff present. Participants should follow the instructions of the signs and staff and line up at the starting position for their respective class.
Rankings will be determined by individual net time in a time trial format (as described later). Starting from the front beyond your class is considered cheating and will result in disqualification. Regarding positioning within your class, the time from the gun to the real starting line (in front of Kutchan Agricultural High School main gate) will not be measured, so please yield to others and line up considerately.
4. About the start
It is a parade start method. In the parade section where the lead vehicle is present, overtaking other classes is prohibited - you must stay with your class.
The race will start in front of the main gate of Kutchan Agricultural High School on Route 58. Receiving food and drinks from a third party during the competition is prohibited.

The course will be closed to traffic in both directions, but please keep to the left at all times.
Please note that around the Zaborin area (approx. 8 km mark), vehicles may be allowed to use the right-hand lane. Traffic cones will be in place to separate lanes.
All riders must strictly keep to the left and do not cross over the cones into the right lane.
This section is a gentle left-hand curve, so please be especially careful.
5. Keep Left Rule
Participants must adhere to the keep-left rule, except during the parade start and in unavoidable safety situations. Overtaking on blind corners is prohibited.

Although the race course will generally be fully regulated (with both lanes controlled), participants are required to adhere to the keep-left rule, except in unavoidable safety situations. In particular, crossing the center line and overtaking competitors in blind corners are prohibited.

6. Timing
The race is conducted as a time trial, and placing will be calculated based on individual net time (actual measured time) from the start line at the Kutchan Agricultural High School to the finish line at Goshiki Onsen. Therefore, the finish order at Goshiki Onsen not match the actual rankings. We appreciate your cooperation for a fair competition.
How the Timing Measurement Works:
a. Timing mats will be placed in front of Kutchan Agricultural High School.
All participants must pass over these mats.
b. The timing chip attached to your bicycle will activate as you pass the timing mat,
and the time measurement will start.
c. Before the start of the race, please ensure the timing chip is
correctly attached to the front fork of your bicycle.
d. Timing mats will be placed at the finish line,
and you must pass over these mats to record your finish time.
Please make sure to return your timing tag at the finish line after completing the race.
In the event that you forget to return it, please be sure to contact the event office and
return it as soon as possible.

7. Finishing
The finish area has limited waiting space, do not stop after crossing the finish line - instead please proceed directly to the baggage area.
After finishing, and after collecting any belongings, proceed back to the start via the Panorama Line (about 30 km to Kutchan Station). Please descend safely.
You cannot return to the starting point via the race course (Route 58) until the race has ended.
After 12:30, you may return to the venue via the course by following the lead vehicle.
8. Race Results and Certificates
• Announcement of results, and distribution of certificates, will take place at the main event office from 13:30 to 15:00.
• The award ceremony will be held at the special stage in the Kutchan Jaga Festival venue starting at 14:00.
• The top 3 finishers in each class will be announced, and prizes will be distributed during the ceremony. Please be sure to attend!
Please note that certificates of achievement or finisher certificates requested after the event will be sent by cash on delivery (COD).
Event Guidelines
1. The event will be governed by the regulations of the Japan Cycling Federation and special event rules.
2. Bicycles must comply with road race specifications as per Japan Cycling Federation regulations. The use of fixed gears and handle extension bars (e.g., DH bars) is prohibited. *Participants in the MTB category (tire width 1.9 inches or more) are exempt from this rule.
3. There will be no bike inspections, so each participant is responsible for their bike maintenance. If race officials identify any rule violations regarding bike setup, components, or clothing before the start, the participant will be disqualified. Violations discovered during the race will result in penalties. Bike weight inspections will be conducted, and bikes lighter than 6.8 kg will be disqualified.
4. For personal safety, participants must wear a cycle helmet (JCF approved) and gloves and conduct themselves with sportsmanlike behavior.
5. All participants must attach timing chips to their bikes and return them promptly to the designated return window at the finish line. A fee of 10,000 yen will be charged for damaged or unreturned chips.
6. Important race instructions and other announcements will be given during the opening ceremony, so attendance is mandatory.
7. The organizer will not be responsible for accidents between participants during practice runs. Participants must handle such incidents on their own. In case of injuries during the race, first aid will be provided, but further treatment is the participant’s responsibility. Participants should bring their health insurance card, as medical costs must be covered by the individual.
8. During the event, race instructions and other announcements will be communicated through communiques posted on the event website and the notice board at the venue.
9. Substitution of participants and other forms of cheating will result in disqualification and a ban from future events.
10. Participants who withdraw from the race must immediately report to the nearest judge, official, security personnel, or call the event headquarters at 0136-55-6081.
11. The rights to all images and footage of participants belong to the Niseko HANAZONO Hill Climb Organizing Committee. Participant images, names, addresses, ages, and race histories may be used in event-related promotional materials, media reports, and other media produced by the organizers.
12. For participants and supporters: Photography actions that endanger event operations or compromise safety are generally prohibited.
Special Event Regulations
1. Time Cut-Off Points
Cut-off points will be set at the following locations. Participants who fail to pass these points within the time limits will be disqualified. Disqualified participants must follow the judge's' instructions to leave the course and return their race numbers and timing chips. - Weiss Gate (approx. 6.5 km point): 1 hour after start - Finish Line: 2 hours after start
2. Food and Drink:
Receiving food and drink from third parties during the race is prohibited.
3. Descent Restrictions:
To avoid collisions with race participants, solo descent by bicycle is strictly prohibited. The designated points class for this event is D (80P). Points will be awarded to categories Elite/S2 to S5/M1/M2/L/J/J-L/C-1/C-L. General participants will not receive points towards the annual cumulative points tally based on participation in each event.
